History: Addendum to Letter of Intent

In February 2000, the Ontario Government and OHRIA agreed to a pause in the implementation of the racetrack slot machine program with the signing of the Addendum to the Letter of Intent.

The purpose of the pause was to allow the market to settle and for the impact of gaming to be thoroughly assessed in the Province. That pause ended on March 31, 2002. The Government also placed a moratorium on the expansion of new gaming venues until March 2003 to allow the market to stabilize.

Provisions in the Addendum allowed the industry to assist those tracks without slot machines. The industry then entered into an internal agreement to supplement the purses at harness tracks without slot operations for the two year period of the pause. While payments made by those tracks with slot operations ended on December 31, 2001, purse supplements to harness tracks without slot operations will continue to be made until December 31, 2003, or until such time as all tracks in the province are participating in the slot program.
