History: Slots At Racetracks

One of the initiatives within OHRIA’s strategic plan was to provide an improved gaming/entertainment product at Ontario’s racetracks. The Ontario Government in the 1996 Spring Budget Speech announced that to support both live horse racing in the province and the agricultural sector, it would enhance gaming at Ontario racetracks licensed by the Ontario Racing Commission. On June 25, 1998 the Ontario Government and OHRIA entered into a Letter of Intent to allow for the introduction of slot machines at Ontario’s eighteen licensed racetracks. This agreement confirmed the industry’s intent to participate in the program with the objective of the racetrack slots to “promote live horse racing in the Province and subsequently benefit the agricultural sector in Ontario through support for the horse racing industry.” The 20% compensation received by the industry is being shared on a 50/50 basis between the racetrack and its respective horsepeople.

The racetrack slot program provides secondary support for the industry. Slot machines are not intended to be the prime activity at racetracks – breeding and racing will remain the core business of the industry. Slot machine revenues will supplement racetrack revenues and purses paid, generating reinvestment back into the breeding and racing industry.
